This product was made by a harbor master for harbor masters and marine chain inspectors. Steve Pixley of Camden Maine invented this for raising mushroom anchors and small blocks under 1000lbs.  It is also indispensible for mid shackle inspections where the bottom chain has to be hauled to the surface.
